Resource Tuner is a resource editing tool that enables you to customize any 64- and 32-bit Windows applications by changing and replacing resources within the executable files like .EXE, .DLL, .CPL, and others. This tool allows you to view, extract, replace, edit, and delete the resources of a specified executable.

You can change the icons embedded in a executable, or modify the menu strings, or resize the dialog boxes. Each element of the user interface is right at your fingertips.

The UI shows you a directory-like structure of the embedded resources, such as images, sounds, dialogs, menus, XML data, HTML data, and toolbars. Not all of those resources support direct editing, but for most you can replace and edit them.
